Boston, pioneered probation when he convinced a judge to release a convicted person in his custody, even though sentences were suspended as early as the first half of the nineteenth century. Massachusetts was the first state to have a probation system (by 1880) and by 1925 the system was established nationwide when the National Probation Act was passed under the aegis of President Coolidge. It was not until 1959, however, that all territories of the United States had a working probation system, which they established through ratification of the Interstate Compact Agreement.
The system was established as a bid to give criminal offenders to atone for their crimes as well as to give them another chance to become productive, law abiding citizens. The system has many advantages, the foremost of which is that the life of the offender is not put on hold. The offender is given the chance to engage in employment, indeed some states even have programs that help find gainful employment for those on probation.
What is more, it reduces the cost on the public exchequer.
