Following the Tornado-Evacuation 2012: Operation Based Exercise Development, the need for better organization and more thorough substance of directives for the public required a Strategy. That strategy should be capable of improving the plan to meet the emergency at a time when people will be very worried about a forthcoming tornado, and also anytime when tornado-evacuation exercises are done. Communication via mass media can guide the public well provided the contents of information will be comprehensive, easy to understand, and repeated many times long before a tornado hits the city.

This Improvement Plan provides for such a Strategy and simulates its implementation following the Exercise Plan.
