The education as has been proposed must include a socially and culturally delivered component with clear message incorporating physical, psychological, social, and legal parameters. It has been argued that since young people will misuse substances at any cost, it better to design education so they may use these in a safe way. In response to this argument, it has been stated that this simplistic approach would not work, and appropriate control on misuse and harm reduction would need a complex approach, The Scottish Government, Welsh Assembly Government and Northern Ireland Executive 2007). .Many examples have indicated that a public health approach involving blanket coverage of all the issues would not work efficiently and therefore since there is no one single type of substance abuser, there should always be a multi-agency approach to cover this problem.
