Drug discovery versus drug development.

I need help developing a project charter for the article "Value-driven project and portfolio management in the pharmaceutical industry: Drug discovery versus drug development." My college says there is a project there but I cannot see it so I cannot do the project charter. I know how to make the charter but I cannot find specific deliverables, assumptions or risks, and resource allocation for it.
