As such, Linn (par 1-3) indicates that the issue of poverty in numerous cities in America has remained a stubborn element in spite of the prescription of varied public policies. Also, the situation has remained constant for a long time regardless of the many efforts that have been put to reduce the problem. Instead of helping to deal with the poverty problem, the economic, political and social factors have elevated the position instead. This paper will reveal how the poor have remained poor as a result of the political and economic structures, which are the main causes of poverty as opposed to its linkage to pathology or accidents.
