In recent years, the Victorian Auditor General’s Office (VAGO) has grappled with problematic governance surrounding ICT projects in government bodies. One of the solutions advocated has involved the implementation of an IT Dashboard system. Two VAGO reports have examined the performance of this solution. Results suggest that lack lustre governance persists.
Benefits and impacts from ICT projects
Of particular interest to the VAGO has been the struggle of government departments to demonstrate the benefits of their ICT projects. This concern is centred not only on the projects’ initiation stage but on longer term management that should be focusing on benefits realisation.
In its Digital Dashboard Phase I project in 2015, VAGO discovered that of the 1,249 projects that had been reported only 1/4 had a benefits realisation plan. Of the benefit plans reviewed, only 1/3 set down the expected benefits and identified measures and related targets (VAGO, 2018 p37). Not surprisingly, VAGO concluded that “agencies involved in the 2015 audit were not able to assure Parliament and the Victorian community that their ICT investments had resulted in sufficient public value to justify the significant expenditure of taxpayers’ money." (VAGO, 2018, p.7). In its 2018 dashboard report
, VAGO subsequently indicated that basic reporting of the numbers of ICT projects and monies expended had improved. Nonetheless, there was still considerable weakness in the reporting about ICT project benefits assessment. VAGO also noted that the new ICT dashboard software tool being rolled out in that year had greater capacity to report on the expected impact that ICT investments have and to track benefits as they are realised. The VAGO documents report on real factual material about contemporary governance performance. The proposal to initiate VALIT is, however, fictitious. It is an educational device chosen to have you explore a framework that might help reduce current weakness in governance activities. Furthermore, the case offers you an opportunity to design a relevant change management process.
What you have to create
This individual assessment requires you to design a change management intervention that seeks to address shortfalls in governance practice. Your design needs to consist of two elements. The first is an eight-minute video that summarises the rationale and major steps proposed in your intervention. Video can be supported by 10 to 12 PowerPoint slides. This video and related slides will be worth 20% of total marks. The second element will be a 2,000-word report that describes in more detail the logic and evidence that supports your anticipated change intervention. This report will also be worth 20% of total marks. The proposed intervention needs to be based on Kotter’s change model which is discussed in class.
You may use no more than 1-2 minutes of images/slides to illustrate key points throughout your presentation. You must feature on screen (with audio) explaining your analysis of the case in your own words. See the further advice offered below concerning how to deal with slides when it comes to your presentation slides. Where you are quoting directly from a source you must state this is the case in your video. Do not over use quotes in your report or video. Ideally, the majority of your presentation is delivered in your own words, paraphrasing sources and only quoting one or two sources directly where paraphrasing is not possible. Do not share your video with another student. You must not collaborate with other students to script, prepare or record your video. The video should include the following:

Your video presentation is not to be you simply reading portions of your written report. Your oral presentation needs to concentrate on offering a clear synopsis of your arguments about what has to done. In it, you are seeking to provide a persuasive account of what has to be done to achieve the desired change outcome.

NB- None of the references drawn from the assessment instructions or course resources/lecture slides/texts will count toward meeting the referencing standard.
In the oral presentation, it is wise to make only a few acknowledgements to major references relied upon. Detailed referencing acknowledgments are best delivered in the written report's reference list.

You must complete two key activities to be ready to submit.1. Create a report document in Microsoft Word that includes the text and citations and upload it using the assignment link that appears at the foot of the assignment specification in Canvas. PowerPoint slides should be submitted with the video file.The slides and the video should be collated in an archive file that is submitted to Google Drive. All assignment files you submit must include your student number as the first element in the file name.
PowerPoint slides can feature in your presentation in several ways. You may use recording software that allows you to use a split screen. That device enables the speaker and the slide to be seen simultaneously. In such instances you would not be concerned that the slides were continuously visible. Seeking to stand alongside slide projector to capture slide output does not produce good vide output. You are advised instead to concentrate on capturing you speaking and just submit your slides separately as a PowerPoint file.
