The Patriot Act gave Homeland Security and law enforcement agencies broad new investigative powers. These powers include the right to view lists of books individuals have checked out from the library, video rentals, Internet searches and sites visited (including clickstream data from each visit), and email header information (who sent and received the message, from where, and when). These agencies may collect customer and employee data from businesses after obtaining a court order (sometimes this data is surrendered without a court order). This data includes transaction data, customer preference data, phone records, payroll records, and student financial and academic transcript data. The Patriot Act permits these agencies to temporarily delay notification of searches they conduct for several months during the course of an investigation.
