Northwest State University (NSU), a NCAA Division II institution, had made some progress in complying with Title IX, but university administrators acknowledged that compliance has not been achieved. There were six teams for women; the college undergraduate population consists of 60 percent women. Male athletes on six teams received 75 percent of the grants-in-aid. When the university committed an annual addition of $100,000 from student fees for athletics, the athletic director was asked to submit a proposal to the president for how these monies would be allocated. He proposed the following:
