When looking at the Children’s Internet Protection Act (CIPA) there merged several potential problems with its language and application. The very first issue is with the language; “material that is harmful to minors during computer use” (H.R.4600, 2000). This could be considered a problem because given the vagueness of the language this could be interpreted as almost anything the FCC decided it could be. It could be decided for example that listening from political to momentary to music etc.  Given the rather virulent political situation we live in currently I would rather not give the federal government the power to decide what is and is not harmful. While the obvious the intent of the Act is protect children the vaguest of the language is something to be avoided.

Federal and State

Additionally, this can be seen as clashing with the intent that the state government is supposed to be in control of the School system. If the Federal government through this act can decide what is “harmful” then it can essentially decide what can be taught otherwise a school will be denied affordable computer services. A further problem is that even if a school wanted to be compliant and apply for the program it is wholly upon the induvial schools and system to match the federal governments rules. Its up to the schools to either design or purchase a filter system, it is upon the school to maintain the system and acquire certification (Franks, 1999). This puts the finical burden upon the schools and it might result in some schools simply being unable to meet the requirements.
