Statics: Tipping and Sliding

I need help in understanding the four cases that need to be addressed when determining the maximum force needed to move an object that is in equilibrium.  I need to understand how to determine if tipping and sliding occurs and which occurs first.  I would like to know the formulas associated with each of the four cases.  I have included a sample problem.
