It means that the seasons aren't typically too extreme, so it's never too hot or too cold even for a particular season that heat or cold might be a part of. A grassland is a flat or gently hilled land area that may have few (if any) trees, tall wild grass, and bushes.

A good example of a temperate grassland is the majority of the state of Iowa, or the steppes in a country such as Kazakhstan.
