Policies decisions are guided by complexed specialized knowledge not always understood by the public. Often, an economist is solicited by the government to offer judgement based upon his or her expertise. The recommendations should not conflict with values that emphasize serving the interests of others. The argument can be made that market failure is a reflection of government failure to correct the market. According to Weimer and Vining (2011)

Dealing with foster care for youth how they are able to leave the system before they are 21. This policy was written because of the high number of young people who left care early were in need of services. These services range from housing to employment assistance. We were eager to address the concerns of the former foster youth, but we had to ensure that the policy we drafted had to include stipulations on what services youth would receive. Because if we allowed them to receive all of the resource given to kids who are still in care, local departments would not be able to accommodate the youth adequately.
