What was the Holy Alliance and the Concert of Europe?

Holy Alliance is led by Russia and it consist of Russia,Austria and Prussia and Concert of Europe is known as Vienna Congress is formed to redesign the boundaries of Europe after defeat of Napoleon.

Holy Alliance and Concert of Europe are different things and both were there to address different issues. Holy Alliance is formed under the leadership of Russia and its members were Austria and Prussia and its motive is to contain the power of Britain and its opposite alliance is known as "Triple Entente".

Concert of Europe is being formed by European powers to redesign the European or restore the European Monarchies to the old kings as they were all disturbed by Napoleonic wars.
